15.5hp engine runs but splutters when red plastic cover is put on

Hi everyone , got a weird issue , my. Craftsman lt1000 with a 15.5hp B&S motor started running badly after mowing as in it spluttering and missing , I took the air filter out and there was no change , so having put a new carbie on recently that has been running fine I thought it may have something to do with the thin spring on the linkage but it’s fine aswell ( saw on YouTube ) so I noticed when the red plastic cover/ air filter housing is taken of the motor runs perfectly but once you it the red plastic cover back on and tighten it up , when you turn the revs up it starts spluttering straight away with or without the air filters in ?
Has anyone ever had this issue ? It’s only when the plastic cover is fitted back on . Thanks in advance guys .

The cover (or cuttings under the cover) is probably turning the Choke to the ON position. Clear all the debris away around the carb. Obviously, the cover has to be in place to run the air-cooled engine.
