Your question is confusing. You are stating that "you can't get the right front wheel off the ground "while" the left front wheel is off the ground three inches". It "sounds" like you want both wheels off the ground which I know you don't mean. To get your wheels and deck level, have both front wheels touching level ground, (make sure they remain touching ground) and since the rear wheels have adjustments, adjust accordingly until both rear wheels are also touching level ground.
Since the front wheels have no adjustments, you must use "those front wheels" as your starting point. I hope they are the same size.

When you lift the deck up all the way all four wheels should be off the ground. Lower the deck down till one front wheel is about to touch the ground now adjust the other side down to match it. First make sure that both front wheels are in the same mounting holes. Look at the lift arms that lift the deck make sure they are not bent or on is not hooked up.
