I would also buy a load tester , a battery can show 12-13 volts, which doesnt mean your battery is good, you need the cranking amps to turn over the equipment. A load tester will tell you right away if the battery is good or bad. Just my 2 cents. Harbor Freights and Amazon has them for 20 bucks...

Since that flywheel is spinning at 3600 RPM, that repair job would put the flywheel way out of balance and would vibrate the mower like crazy. Whoever repaired that gets the Darwin award for a mower repair.

Bad starter or not seems like the Bendix is bottoming out, the Bendix shouldn't go that high up on the flywheel. . I would take the starter off place it in a vise or have someone hold it down firmly , it will try to jump on you. Apply 12 volt and see what the starter does.
