HL? I can't find any reference to a HR214HL. Is that the complete model number?
That said what can happen if it's remotely similar to my shaft drive 3 speed HRA15 is grass clippings can eventually sneak in and build up in and around the shift leaver preventing full range of motion.

Just keep adding a bit at a time and check the level each time you do. You'll eventually get there.
Try and find your owners manual. Unless specified otherwise Honda says you can use use regular unleaded, 86 octane (or higher) pump gas with no more than 10% ethanol content. You didn't say what issues you are having so I'm not even going to try and guess.

HR = Honda Rotary, 215 = 21" blade 5hp engine, HX = hydrostatic drive, SX = self-propelled. PX = push mower. Complete model number, serial number, with photo might help identify it further. My guess about 20 years old give or take.
And hopefully battery mowers have longevity with good decks and drive systems too. There's more to a self propelled mower than just the type of engine.
Your symptoms sound exactly like a valve stem seal leak to me too. I had a 1980 Pontiac with a 305 that did the same thing - replaced all the valve stem seals and the bit of blue smoke at start up went away. Odd that it would happen so soon after a replacement last winter but worth looking into

Sometimes changes are made because manufacturers are forced to by regulators attempting to make the machinery safer resulting in ease of operation taking a back seat to good design.
I see. Just thinking aloud but what about a leaf blower to sweep the fallen leaves away? The new seedlings should be somewhat rooted in by now and not be disturbed as long as you don't point it too close in front of you.
If it's truly breaking down that frequently then she's got a good point. OTOH preventative maintenance might be in order rather than wait for things to break.

A 'clutch' is somewhat generic term and it could be defined as something as simple as a pulley being engaged against a belt. But yes please include its model and serial number.
Kinda thought so but had to ask. Looking at the diagram it doesn't appear to attach to anything - at least not in that view. Do you have a link to that exploded diagram? Other drawings in the carb series might show what it's attached to.
I'm not familiar with it so I'm just guessing. Is there a clutch that might be slipping? A drive cable that needs to be adjusted perhaps?

To me it appears the green fuel line connects to the port(?) just above where line 20 connects to whatever part #1 is. Or are you referring to the other end of the green line?
Have you tried a silicone spray? Although if you have that much build up after every cut I doubt it will make much of a difference. Try to mow when the grass is dry.
If good quality means e-free no gas stations around here sell e-free gas anymore. I'm an evidence based guy. Until I see crystals in the gas I'll keep adding Sta-Bil for off season storage.

You've mentioned it was running rough, now won't start, plus you've changed the carb. Perhaps the new carb needs adjustment. Also check the fuel lines, perhaps they were reinstalled incorrectly.
