The seals can be replaced with the head on, if you are knowledgeable and resourceful. Air pressure can hold valves on their seats. Will need to compress the valve springs and remove to replace the seals

You actually may have nailed it. I paid attention to a few things and I’m getting kind of a puff puff sound when I stop the engine almost sounds like an exhaust leak but it’s more of a puff. Can’t tell where it’s coming from.

I’ve thought about that. Pulled one plug wire while it was running. Bogged for a split second but kept running, same for both cylinders. Checked cylinder pressures and they seemed good. I’m not losing oil, no evidence of external leaks.

Buy new blades, they are cheap.

New belt would be the 1st step If still loose, and pulley bearings are good, I would look at replacing the spring at the end of the cable.

Get that existing rust cleaned up and painted Most decks wouldn’t be like this if owners spent 5 minutes after each use scraping the grass from the bottom. Clean and prime or apply preservative at the end of the mowing season. Decks can last 20-30 years

Tire rotations and proper pressure helps. Place a piece of 2x10 under each tire. It will help preserve the tire
