Look at the governor arm pull spring. It is operated by the mechanism the throttle cable is attached to. The cable mounts to the outside and the spring is attached on the other side (inside).

You notice that threaded rod? That is for making a manual adjustment when the blade wears the ends down. Pull the clip out and turn the adjust up or down to improve the depth of the current blade. When you replace the blade, you may have to readjust so it does not cut too deep.

Hello SamB, I would say "let sleeping dogs lie". Engine flush can easily do more harm than good because it is formulated with release agents. It may release clumps of aged sediment buildup that should not be circulated in the engine oil.
