Could be the wire going in on the PTO clutch making intermittent connections. I've seen same type thing on blade clutches as well.

If the carburetor needle and seat are leaking fuel, clamp off the hose going from the tank to the carb rather than let it hydro lock. I've had success with that type problem by putting a fuel shutoff valve on it. When finished mowing just turn the valve off and run it out of fuel. Also check...

Just having available fuel supply from the tank to the carb doesn't mean the carb is actually working efficiently. I would disassemble the carb and boil it out with some solution and try again. Sounds like "fuel starvation" even tho fuel is there. Just not able to use it. Welcome to the LMF!

Most of the time I've found it to be a leaking needle and seat. Not enough pressure to keep the needle on the seat etc. fuel by passes the needle and seat in the carburetor.

Have you checked the electrical kill switch? Sometimes they get loose or off. Sounds like electrical rather than gas/carb.

You guys ever seen what happens when an engine eats a throttle screw? If it goes down on top of the piston all sorts of bad things can happen. Piston gets beaten and scarred up sometimes the cylinder wall gets scored too. Rings get pinched in the groove and ruins the piston. I've seen that...
