Excellent advice. A NEW anchor plate should be attached first. Present one has cracks and is distorted. If you have clearance, get a 1/8" plate cut, formed and drilled to cover the existing plate and seal well it all around the perimiter.

Check the Starter with a known good battery. + cable to starter terminal, - cable to Starter bolt. If starter engages, work backwards to battery. There is an 8-10 volt connector near the Ignition switch. Unplug it, spray with Battery Terminal cleaner then Brakcleen and reconnect.

Blade bolts do not self tighten. If you have difficulty you are tightening them too tight to begin with and fail to clean and lubricate the threads. A simple box end or 8" ratchet will tighten them sufficiently. Small couplers do not lower the Pressure, they lower the Volume.

If you have a nearby metal fab shop that does welding, speak to the owner and see if he can do a small custom job. Grind all paint off near the crack Drill a 1/8" hole at the end of the crack and V groove crack slightly. Have them weld both sides and grind the bottom side flush.

You might check that Float/needle is not stuck . Replace the spark plug just in case.

Popping sound may indicate Lean fuel mixture or timing.

Try draining a bit of oil from the bottom ot the tank and let it sit for a day. Water if present will sink to bottom. Change Filter. Don't over think this. It is unlikely that there is much if any water in the oil unless done on purpose.

Check to see if carb has fuel after sitting for a few days. Replace Filter if there is one and spark plug. Try pressing primer bulb if equipped only 2 times. Sounds like you may be flooding it. Report.

Try it with the Fuel Tank Cap loosened. If it still won't run past 30 sec, Blow fuel line back into tank with cap loose from carb. Replace Filter if there is one. New ones can be plugged.

Perhaps you are turning the same way every time with low air pressure. Stay with the solid tires and put a cushion on the seat.

If it runs for a few seconds, I would suspect fuel starvation. Disconnect line at pump/filter and after removing the cap blow backwards thru the fuel line. Do not stand near the fuel tank! See if the Float bowl is filling.
