What you need to do is sit the mower level and weld the axle to the sleeve that it sits in or drill two holes one on each side of the center hole and put bolts threw. I have a solid cast axle off a poulan so I welded plates on the top and bottom of the sleeve. Because it is a pain in the azz...

As far as pulley set up you have to play with it a little but I have found that a 6 inch in the front and a 4 inch in the rear works good for low and high rpm power. Some guys run same size pulley front and rear. This is a pic of a good clutch set up no belt slip even when wet and playing...
