From the picture it looks like the belt is crossed. Is it routed right?

Level the blades side to side. Turn the blades where the blades point front to rear. Front of the blade tips should be1/8 inch to 1/4 inch lower in the front.

Could be a loose valve seat. Burned valve or worn cam shaft. Turn the engine over by hand with the valve cover off and see if both rocker arms are opening the same.

Does this mower have MIL a light Malfunction Indicator Light. If so, you can read the blink codes to help diagnose the problem.

Clean the inside of the crankcase but most of the metal shavings will be in the oil pan be sure and clean it good.

Star Tech has it right block of wood and a good hammer. Put the block of wood on the side of the VC and whack it side ways. You can bend the vc trying to pry it off.

Looks like the front of the deck is too low. engage the blades and check the pitch on the blades font to rear. needs about 1/8 to1/4 inch pitch.

With scoring on the rings piston and cylinder the engine is not creating enough vacuum in the crank case to pull in the proper amount of fuel mix into the crank case to start and run properly. Blow by the scoring is putting pressure into the crankcase.

Have you tried loosening the fuel cap? May be fuel lines collapsing. Trash in fuel tank.

Does the air filter base have a vent hole in it to match the old carb and not in the new carb? If not, it can cause this problem. Looks like an easy fix. drill a hole in AF base to match the new carb.

Unplug the regulator and see if it still does it if not probably the stator.

Have done many of these kits in the Big Dog which is a red Hustler. Never had any issues.

As long as it pulls good I would not worry about it and just keep running it. You could take some of the fluid out and add some Lucas Hydraulic oil booster and stop leak at 20%.
