Remove the deck, then jack it up to remove the drive belt enough to drop the transmission for access to the cooling fan. Sorry, there are no quick shortcuts to do the job right.

Everything needs to be properly assembled and the primer working for it to start. Trying to start it without the air cleaner will just pull in straight air.

Double check your fuel mix and make sure you did not mistake a wrong straight gas container for one with mix in it.

Take the muffler off and get it red hot with a torch to burn out the slag carbon buildup. I have recovered many 2-stroke engines by doing this. If exhaust cannot get out, fresh air cannot get in for the carburetor to pull in fuel efficiently.

Pull the carburetor and remove the bowl. Then remove the float and needle to check for debris in the needle and seat area. Often times, fuel filter do not catch fine particles, and they get pinned between the needle and seat. This creates a flooding condition and will stall the motor.

While you are that far into this, make sure the fuel tank is clean and the screen in the bottom (inside) is not gummed up and blocking the fuel flow. Modern fuel tends to gum up when it ages due to all of the refinery additives.
