These plastic cams can create a twist break in the middle and still turn, but the lobe(s) will be out of relative time to the stroke of the piston action in the cylinder. The valves will appear to open, but not at the correct time.

Key switch is supposed to send power to the solenoid when in the cranking position. Is it doing that? If so, then the solenoid pull-in winding is not working to activate the starter so it will crank the engine.

Test for power to your key switch and if there is power going out when you turn it to the cranking position. It is a matter of tracking down where the crank power signal is dropping out. It could be a loose or corroded pin at a connector or the switch has failed. At this age, expect the unexpected.

Tap on the starter and solenoid lightly with a hammer and see if it tries to crank.

Just to clarify, this will crank over but it will not start and run due to no ignition fire? Do you have a basic test light and a multimeter to check voltage and resistance?
