    According to Hustler's website, every new Raptor series mower comes with Kawasaki engines. I can say that Kohler and Kawasaki engines sound different. I can't say one is louder than the other. That would have to be checked with instruments.

    There is an arrow on the fuel filter. The arrow indicates the direction of flow. The arrow must be pointed towards the carburetor.

    I don't know if your FR691V came with a foam pre-filter or not. If not, I would suggest getting one. The manual says to replace the paper filter every 200 hours. I would do it at every 100 hours.

    I also think it's a fuel issue. Is the fuel filter installed with the arrow pointing to the carburetor? I noticed that you have a 2017 model. I would suggest replacing all of the fuel lies. There is a high probability that they are deteriorating on the inside.

    There is another option. You could mount two smaller tanks. The two return lines would need to be plumbed into the top of separate tanks. The bottom exit of both tanks will need to be into a single line that goes to the filter.
