After fire solenoid. Stops fuel flow into the main jet when the key is turned off. Prevents fuel from getting into the hot muffler lighting off making gun shot sounds.

Has nothing to do with filling the carb bowl with gas.
 
That fuel pickup with a screen on it is probably a check valve. I just had a problem with one yesterday. It looked identical to yours. It was sticking and starving the engine of fuel sometimes. If you pull off the screen, you can clean it with carb cleaner or your favorite spray cleaner. It made a huge difference for me. If you work the spring back off the screen, it comes right off and is easy to put back on. Mine was a one way check valve, yours may be also.
 
I did the gas in a jar test and there was nothing. I've had the mower since new so there is no extra shut off. Last night I bypassed the valve that switches from one tank to the other to eliminate that. Ran a line straight from the tank to the fuel pump. Tried starting it with the fuel line off of the carb and there was a steady stream of gas. Put the carb back on, hooked up the line and after about 5-10 minutes it did the same thing. Could this be a carburetor issue? I don't know what else it could be at this point
 
The shutoff solenoid can do this. You said it's working, how did you test it? You tested with a line straight to the tank, does the problem happen with both tanks?

Just to clarify, I cleaned the check valve, not the screen. The screen looked fine. This was the fuel pickup, not the switch. This issue had been happening on and off for a while.
 
Again the after fire solenoid on the bottom of the carb has ZERO to do with, filling the carb bowl, with fuel.
 
Let's back up and punt.
Pull the fuel line off at the carburetor. Is fuel flowing from the fuel line when you crank it? If so, the fuel pump and fuel filter are working as designed.
Is the pulse tube, running from the valve cover to the carburetor in good shape?
Is the hot wire running from the fuel solenoid valve to the wiring harness in good shape?
 
hang in there. You are zeroing in on it. Please keep in mind that there can be multiple things going on here. Don't be frustrated if you solve one and another presents itself. That is how it goes sometimes. Or it can be just the one thing.
 
Never ceases to amaze me why the manufactures use rubber gaskets on the fuel caps instead of neoprene gaskets. Like I always say you can educate ignorance, but you can't fix stupid. Oh yes for water in the fuel system use Sea Foam.
