Well I finally got the deck back on. It took the epoxy paint longer to cure than I had planed on. Before I get into what the issue was I want to thank everyone for your input it was invaluable.

On my deck bracket there are two holes the top hole is stamped Lt and the bottom hole is stamped SLT GT the cub cadet parts break down says my model uses the Lt hole.
My owners manual shows the same thing you posted.

I looked at the deck handle and their doesn't appear to be any obvious damage but it's hard to tell without a good one to compare it to. I may order a new one and take it from there.

I will check the handle for damage.For what it is worth the mower was delivered this way and has always bugged the @#$% out of me. I have the deck off for maintenance at this time so now is a good time to try and fix it.

I think I have deck height issue.
when I lower my deck all the way down to the ground the height indicator reads 3 and when I am cutting the height indicator reads almost all the way up.
I would like to know if this is normal. The dealership claims this is normal by design.
