Replaced carb and getting new gas cap. No more surging.

I took everyone’s advice and replaced the insulator. Now it won’t turn over without starting fluid into the carb. It starts right up, and then immediately dies. I’m assuming my carb is too dirty.

I have a 20 year old HRR216, and the plastic carburetor insulator gave up and cracked in half. Is it necessary to replace it? Part number is 16211-ZL8-000.

Here are pictures with the filter box off. I fear in my zeal to fix it myself, I have made things worse.

I have a Honda self-propelled mower that won’t start without fluid. Once it starts it runs just fine and restarts without starter fluid. I just put on a new carb. Throttle goes from fast to slow, the choke does not seem to engage.
