Yes you are right about the 1/4 past TDC never tried the one valve fully open and adjust the other one. I will have to try it on the next one I do.

Watch the video. Engine has to be on top dead center on the compression stroke to adjust the valves.

Bottom valve is intake top is exhaust. Clearance is .003 to .005 on intake and .005 to .007 exhaust.
