Dealing with a Briggs and Stratton Intek 24 horse on a 2018 Husqvarna Riding mower. Was surging, pulled carb and cleaned, surging gone but wants to sputter in lower RPMS runs fine in Higher RPMS and with blades engaged....Gonna lead me to drinking....

I also replaced the throttle link and spring....

Will need the actual model number information from the valve cover on the engine to provide correct information for your engine

3 things to make a gasoline engine run right, one of them needs some help at lower speeds. Examples:

Head gasket leak - compression down on one or more cylinders. As the rpm increases the effect of the leak is lessened.
Valves tight - same scenario , at lower rpm the compression has time to bleed off and the engine runs poorly.
Low speed circuit on carb still needs help - engine runs poorly when relying solely on low speed circuit
Ignition problem - spark plug has issues with higher voltages that come at lower speeds. It could be shorting out at lower speeds
Air leak at manifold or cracked manifold - engine is less affected by small vacuum leak at lower speeds and idle.
Idle mixture adjustment needs work. causing poor idle at lower speeds.

There are probably more. Hard for anyone to give a definitive answer unless they have a fully charged crystal ball.

My diagnostic "8 ball" says to check the intake to cylinder head seals/gaskets. They don't play well with being reused.

When it's running at idle, spray a small jet of water from a spray bottle on each of the intake mounting areas and see if the engine tries to idle normally for a few seconds. The water temporarily fills in a small vacuum leak area.

Otherwise, the low-speed idle circuit needs to be checked carefully. Old/ poor quality fuel may also be a concern because it loses volatility more every day that it sits. I always recommend non-Ethanol fuel if you can find it.
