2012 TB30 surging after carb replacement

The Nikki carb gave out and flooded the crank case. Changed the oil and installed a cheap replacement carb but not it surges in all but idle or full throttle and the mower engaged. Any suggestions to look at to fix it?

Either drill out the pilot jet on aftermarket carburetor (tricky), or replace the gasket that goes on white plastic base and two tiny O-rings. Nikki carburetors are a pain, and everything has to be just right, or they will hydro lock the engine with fuel.
