Measure those chains. Make sure they are all the same length and that every chain is the exact same link size. Also, the same number of links in each chain. Something isn't right.

There are 5 links at all 4 adjustments and on level cement. All links are the same kind.
Something still isn't right.
Have any of the tires been replaced?
Set tire pressure to 12 psi all around.
Do you have a couple of levels?
Use to check level of ground and deck.
You can also use as a straight edge to see if your deck is straight.
You said that one chain is slack. That indicates that the deck is hanging by 3 chains.

Imagine a (36” x 54”) 1/4” steel plate with hook eyes at each corner. If you lifted the plate by 3 corners it would be raised above the ground. I think this is what is hpening.

My old Toro Titan had the same setup with the chain deck hangers. It was a lot easier to level than my Gravely Pro Turn 260.

I always pitch the front of deck on riding mowers 1/4” lower than the rear. This not only makes common sense, it is what every service manual states.
Not every service manual or operators manual.
It's generally anywhere from 1/8" to 1/2", depending on the manufacturer.
The operator will judge the results and adjust to achieve the best cut.
I have two or three that are similar.
