D140 carb replace, choke not working

I replace the carburetor on my D140 John Deere because it was filthy and gave much trouble. The replacement wasn't OE but was very close to the same as original. I don't think that the choke is closing completely because it does not crank cold. I can put a little gas in the input area or even starting fluid and it cranks immediately and keeps cranking for several hours. I don't want to have to remove it again unless I have something wrong.
Anyone had this same issue?

If it has a choke you can see it close / open when you activate the lever. Compare it to the action on your original carb, Lots of carbs now days only have a primer bulb

Have you even brother to look up to OP's mower's engine? It is a Briggs Intek v-twin. Never seen a primer on a twin barrel Nikki carb.

It is a simple adjustment of the throttle control cable since this engine an all in one throttle/choke setup.

If the starter is constantly cranking you will burn up the starter. But I believe you mean it starts up and continue to run.

I cannot see the the inside of the carb when it is installed.
I can try to adjust the throttle cable although it appears that the lever on the carb will not move any more
