Ryobe 480 riding mower is in neutral but something is blocking it from moving easily

No, the parking brake is not on.

It started smoking and I cannot turn it on because it will start smoking underneath the seat.

How can i push this baby to the trailer. It is very difficult, (even though it is in neutral)
