Tecumseh engine surging

Acquired a toro recycler with a 6.5 go tecumseh engine LV195EA that was over revving I adjusted the governor it runs at a much better rpm now but surges a bit any suggestions?

Also when I did make this adjustment the self propel stopped working

First, engine problem and self propel problem are two different things and probably not related. I recommend cleaning and rebuilding the carb using carb kit #631021B, to eliminate the surging problem. At that point we can work on the drive problem. Do you have a tachometer to check the RPM? In addition to cleaning the carb make sure the air intake is not sucking in air from a bad gasket. start with making sure the bolts are all tight. Not gorrilla tight but snug tight.
