But seriously. ..I would like to know how he got the wheels chromed...I assume he must have had to remove the tires....I would like to learn the process.

None to worry - I'll be on that like ugly on an ape ........ I have changed tires on little steel wheels like those before .... you heat em up and they pretty much just pry right off - same for installation - but I'll sure find out!
