Hi Derson,
Make sure the brake is being released and you have spark, Then-
Take the air filter cover and filter off and squirt a little mix into the carb throat and give it a few pulls. Throttle is kind of bass ackwards. Choke is all the way forward (down in front), high is just a little pulled up and slow is all the way back on the lever. If it runs on prime then quits, service carb. Service manual is available on lawnboys website. It is very informative. Please download it. Soaking carb (even in heated ultrasonic with simple green, water and vinegar)will loosen welch plugs and they will fly away when you blow the carb out with compressed air. Don't lose 'em as there is only one in carb gasket kit K11-LMR, I speak from experience!! I only found one of them. Put old and new back in place and sealed with wife's clear nail polish.
If you take off the carb, follow the service manual to the letter, the whole thing, cable and all comes off together. This is very very very important.
When you put it back together, follow manual exactly, don't get in a hurry. When pre-loading the governor, it calls for 3 clicks to the right, that would be COUNTERCLOCKWISE.
