Walk behind Toro recycler rear wheel plastic drive gears

I am chewing up rear wheel drive gears on my Toro 22" recycler self-paced mower. These gears should be metal rather than plastic? Does anyone have a suggestion?

Upgrade your mower...lol toro does not have a whole lot in the way of wheel upgrades.
