Check the battery ground to the chassis and solenoid ground to chassis. Do you have a four post solenoid?

It sounds like you may have a bad Battery or a bad connection, double check your connections and grounds. Maybe you just need a little charge? Good Luck

you could also try jumping the mower on the starter with jumper cables and see if the mower will run ok that way if so
then it is the solenoid or the battery.

Throw the volt meter on the battery, should read at least 12.60, if lower you will need a charge.
Never know how long that 'new' battery was sitting on the shelf before you bought it..
