YTH22V46 wont turn over /wont idle

I've been having issues with my mower idling below high for a little while and occasional taking a while to start. I've changed the oil, oil filter, fuel filter, spark plugs, and new gas (had to keep in choke to keep mower on). After some tinkering around I found that if I hold up the lever in in the below images it'll stay running and will idle even in low. In the images I have a small piece of card board propping up the lever. I'm a little out of my element here and am not sure what part it is or how it ties in. Any advice would be greatly appreciated.

Edit: Husqvarna YTH22V46, engine is Briggs and Stratton Intek Series Single Cynlinder and V-Twin Engine Model #44R677-0004-G1

Picture is nice.

Now, tell mechanics what engine brand and model you have.

sounds like a dirty carb to me....

Thanks, that's kind of what I was thinking. Edited OP to include information but it's Husqvarna YTH22V46, engine is Briggs and Stratton Intek Series Single Cynlinder and V-Twin Engine Model #44R677-0004-G1
