yth21k46 solenoid wire low voltage

My yth21k46 mover is not starting. Checked the battery and it's showing 12.8V.
I have 4 position ignition switch. Solenoid red left wire is showing 12.8V when ignition is off, however at any other ignition position voltage is showing 0.27V.
White/black small wires to solenoid are showing 12.8V when starting ignition and 0 in other positions.
So in my understanding the problem is that voltage is dropping at solenoid to 0.27V once I'm trying to switch on ignition.
Any reason for such behaviour?

Remove battery & take to auto parts store & ask them to please load test your battery, should be of no cost to you. Let us know how it goes please & if you purchase new battery make sure CCA'S are. the same Also make sure all connections are tight by hand & free of rust & corrosion.

Don't forget about the ground cable. Those have something to do as well.
