2007 yardman 46 inch blades will not disengage when PTO is in off position

If manual pto engagement, then I would suspect either incorrect belt, or the pto engagement linkage isn't releasing. If electric pto, then unplug the clutch and retry, or still turned then I would say the bottom bearing in the clutch is seized.
