I replaced three drive pullies for hydrostatic transmission and belt two pullies were froze up belt stretched and was slipping , but on two pullies they are on a tension arm with spring cant get the arm to freely adjust with spring when I tighten bolt that attaches the arm it does not let tensioner adjust with spring?? Sorry I am talking about the drive belt for tranny not mower deck

If you took off the arm that swivels that holds an idler pulley, then I would say that that is where you need to look, as it has a shoulder bolt that can tighten to the frame, but the arm should be free to swivel. To help us, find the model numbers under the seat, so we can see what you have.

I have double checked that sholder bolt it is in the same position by what I see it, the arm never did move but i can see where it is supposed to?? model is Z614-H-13AZ Thanks it runs but it's whining in turns and up hills?

So you removed bracket #5 when you changed the pulleys, and now after you have reinstalled it and tighten the bolts, it will no longer swivel and let the spring tighten the belt?

that is correct but the arm was not moving when I inspected it either?? those two pullies were the ones frozen the other v pully opposite was the only one free I replaced all pullies, and tighteed the bolts and it does not move unless I leave that bolt with the sholdered spacer on it loose ?? there were no other spacers in line when I removed it?

Well, some spacer may have dropped off without you realizing it, you need to pull it down again and visualize the working of it.
