Wrong Belt on Cadet LTX1040 ???

My neighbor had someone put a drive belt on her mower and since then the brake pedal goes all the way to the floor and the right pedal ( clutch ) does not disengage the mower enough to shift from F N R without a lot of force. Very dangerous. I looked at it and don't see anything broken or any obvious problem. I'm thinking belst since this started after he replaced it. I am going to do some research on belt size and numbers but would appreciate any help. Thanks

Another thing to check is if the belt was routed correctly.
