Wont turn past TDC

Motor acts like it has to much compression. I will turn until it hit TDC Is there an internal decompression that may be at fault?
Briggs model 33R7770003G1 sn 1908026841152.
Year 2019 engine family KBSXS5402VL 540 cc
Can any one help

Either the valves are out of adjustment or the camshaft's ACR is broken.

Sorry what does ACR stand for, I set valve leak at. 004 for intake and. 007 for exhaust what skills they be at?

Automatic compression release. It is common for the decompressor parts to break and end up in the oil pan. Preventing the engine from properly spun over to start.

The clearances for the valves are .004-.006 for intake keeping in mind that the intake is the bottom valve in the head. And the exhaust is .005-.007

remove the spark plug(s) and see if anything changes. That will tell you if it is the ACR, mechanical like a hung valve, or hydro-locked. Watch for fuel puking out the plug hole(s).
