won't start (Honda mower GCV160; model 961440003)

Honda mower (approx 5 years old) won't start. Usually starts on 1st or second pull. Replaced plug already.

Fresh gas, check air filter for replacement, check oil level, make sure it's on full mark, adjust valves, engine cold: intake 0.006 exhaust 0.008.
