Wheel horse 416-8 not charging

I just restored my wheel horse 416-8, but it is not charging. I used a volt meter on the battery. not running I got 12.3 volts dc. Running it drops down to 12.09 volts. I really don't know where to start. I have a feeling I am going to have to take everything back apart. When I took everything apart the first time I rewired the lights and by-passed the safety switches but I did nothing to the charging system. It has a amp meter, but it does not move when engine is running at any speed. Any Suggestions?

I do not advise by-passing Safety Switches, they are there for a reason, your personal Safety & the Safety of your loved ones.
