What makes a mower NOT turn off after switching the key off

Won't turn off

Ignition module kill wire disconnected. Key switch not grounded if mounted in plastic. Faulty key switch. Broken wire between ignition module and key switch.

I just changed the motor out and it was doing this in the other mower also, I thought after switching the engine into this newer mower it would fix this problem also, change engine because other engine blew

That basically tells us that the problem is on the tractor side. With the key off you should have continuity from the ignition module wire through the key switch to ground. Some place between those two points you have a broken, or disconnected wire.
