I have never had a plug on power equipment foul except on a gas trimmer, the oil in the fuel mix gradually builds up on the electrode and fouls it. But Craftsman has never built a 2 stroke mower that I know of, and if your mower is fouling plugs it must have bad piston rings that are letting oil through into the combustion chamber. Does the engine smoke from burning oil? I cannot think of anything else except maybe you are using a plug that is the wrong type (heat range is too cold) which causes it to foul.
does your mower have the carb mounted above the fuel tank. if so you may need to replace the fuel diaphragm between the tank and the carb. rich running may be fouling your spark plug.
