Weed Eater FL1500LE leaf blower has starting issue.

My Weed Eater FL1500LE 2 cycle gas leaf blower will not run beyond the full choke setting. If I move the lever to half choke the engine will stop. Or if I move the throttle from full throttle to a lower speed the engine will die. I have thoroughly cleaned the carb, replaced both fuel lines and filled with fresh gas. What can I do to get the engine to run beyond full choke? Do I need to check the muffler?

I don't know that it would cause this specific issue but check the spark arrestor, they'll get gummed up with carbon and won't allow the engine to breathe properly.
