Victa corvette 725exi

I’ve had to replace the carb on this mower
Everything went back together ok and it starts but was wondering about the carb/throttle linkages
When I push down on the hand throttle nothing on the carb moves
It seems all the throttle controller does it make or break the earth circuit
Would this be right?

It is normal for nothing to move as throttle vane is held open by the governor spring until the engine running.
