Used Mastercraft Yardman Beetle won't move in gears.

I'm starting a new thread on this used unit I have fully repaired from everything wrong. At this point it won't move in gear. If I jack it up and put it in reverse or drive,I can spin the wheels and they spin opposite of each other,so the gears are working and the brake isn't binding. When I run it and put it one of the gears it just sits there?????? I read an old thread about possible pulley or belt miss-placement but the threads just go dead and no report on the fix or how to repair or identify any issue with the pulleys or belts. Does anyone know what might be the issue????
