I have a Troy- built TuffCut 230 21" cut 6.75 hp eith smart touch push lever starting. Cleaned carburetor, plug, changed oil and primer bulb. When I can get it to start it runs awesome; however the problem is getting it started. Seems like the starter does not have enough recoil wind to fully engage and start the engine. Any suggestions
