Well I bought it in 1995, hardly used , has tc640230 carb. Took apart, cleaned, won’t prime with bulb?
Has something I never came across. JIS screw holding throttle plate on will strip if you use regular Phillips screwdriver on.
i have non ethanol fuel, with conditioner and start and run up to temp every month used or not.
I have three chainsaws, three generators, two blowers, and one gas trimmer.
its getting to be a pita. Almost every month something won’t run?
parts for tc 200 are now harder to find. It runs fine hand primed but throttle plate binds.
its real fun working on with hand hurting from arthritis.
the spring linkage, air vane , and throttle plate may win.
I’m old stubborn and U Tube and an ultrasonic cleaner may fix this, or time to throw out?
Anyone else do this stuff?
Have you checked both the primer line and fuel lines for cracks? With the age of this unit, I suspect they are not in good condition. If you post back please post the Tecumseh engine numbers so we can see if it has a Walbro Orr Tecumseh carb.

Engine model TC200 2106C,fuel lines replaced and bulb seems ok. Only One line on bulb goes to carb other line goes to fuel tank. Carb # 107C438. Or TC 640230.
Found manual I can see better, carb has air vane with spring. Something must be plugged inside not allowing prime, thanks for interest and response.
Your engine came with a Tillotson carb #RK-18HU. I’ve attached a Tecumseh service manual which has a good breakdown of the carb and service instructions. I agree with you, because of its age, probably needs a good cleaning and rebuild. Post back if you need more help. https://mymowerparts.com/pdf/Tecums...-2-CYCLE-TC-TM-TC200-TC300-ENGINES-694782.pdf
