Troy Bilt rear bagger won't fill up

My rear bag on my Troy built 21" rear wheel drive 7.75 XP mower won't fill up properly and leaves long trails of grass on the lawn. Any ideas on why? Thanks!

Remove spark plug for safety, turn off fuel supply valve if applicable, carburetor side up & mower on its side, clean underside of deck & remove, clean & inspect blades for dressing up with a file or replacement if cracked or distorted. Use Troy Bilt OEM parts. Operators manual should have blade bolt torque.

I have already done these things. I will check to see if it is an OEM blade. Thanks for replying!!

I'm going to ask....

You did remove the mulch plug before you installed the bag, right?
