Why is it doing this? What are the parts it involves? How can it be fixed and how much will it cost?

You/we would need a lot more info.

Start by telling us what you have tried, and the model numbers off of the engine. Also, tell us about the last time it ran/history.

Finally got the video to load.

I am guessing that you are "jumping" the battery with a huge source of current, as it has just melted the starter.

You need to pull off the top cover and peek, and see if the engine is locked up, or the starter gear is just jammed into the flywheel gear, or what. But you will likely need a new starter at any case.

Finally got the video to load.

You need to pull off the top cover and peek, and see if the engine is locked up, or the starter gear is just jammed into the flywheel gear, or what. But you will likely need a new starter at any case.

Haven't had a chance to look at anything yet, but I found the model number (13WN77KS011) and serial number (1E313B10416). They were under the seat. Not where I would have expected to find them, but maybe that's just me.

So I got out there and messed around a bit before the rain hit and here's what I got.

So after that, I started putting the engine back together. Just out of curiosity, I cranked it again and got this.

I hooked up a jump starter to it.

That seemed to work, but after taking the jump-starter off it grew more stubborn and then wouldn't start.

It is taking forever for the videos to load.

But first thing I would do is to unbolt the cables from the battery, and sand/scrape the terminals/connections so you see clean metal, and re-attach, and charge the battery overnight. That would likely cure things. Also, if there is caps on the top of the battery, remove them and check the water level, and add if needed.

No, but if you keep doing the heavy jumping you will have to. The bottom of that starter is plastic and will melt. If the battery won't hold a charge, you would have to replace that.

Took the battery in they said it was bad. It wouldn't hold any charge and was 2 yrs old. Case closed?

Did it fix the problem? Lawn mower batteries are hard to say how long they should last. It seems the original battery lasts 5 or more years, the replacements only get 1 or 2 years.
