Troy-Bilt Pony 42", 2006 - Intermittent Miss/Power Loss When Mowing

It has a Briggs 17.5HP I/C Type 0777E2 from 2005. New spart plug, valves adjusted, carburetor cleaned and rebuilt with a kit, new fuel filter, manual fuel shutoff valve added, new battery and the reverse mowing shutoff has been bypassed/unplugged. When mowing it runs fine, then a sharp sputter or loss of power and then it runs normal. At times the sputter is a complete loss of power and it shuts off. It starts fine and idles fine. The miss happens when the blade is engaged and you are mowing. (It has a manual PTO not electric.) My intuition feels it is not a loss of fuel delivery but electrical.

The mower is at my son's house, and it is difficult for me to work on it there without complete access to all my tools. (I hate fumbling through someone else tool box!) I am looking for a list of suggestions on what to look for, so I have the tools necessary when I go over to his house.

On an unrelated subject, does this engine have the prone to fail cam compression release to aid starting? Tonight after mowing the starter would not crank it over when putting it into the garage unless I turned the flywheel to the compression stroke and hit the starter.
