troy bilt bronco wont move

My troy bilt bronco riding mower wont move. Put new belts on about a month ago, acts like differential is locked, is this possible?

raise the rear wheels, and while doing so, have someone turn one of the rear wheels. See if the other wheel goes in the other direction.... Probably just a rusty brake...
