Troy Bilt Bronco - removing idler pullies.

I am trying to replace the two idler pullies on a Troy Bilt Bronco and am having an impossible time. It seems the nut to release the bolt is sandwiched between a top floor board and a lower metal plate. In other words for me to remove the pulley I need to drill a hole in the metal floor to get to the nut. Is there a better way that Inam not seeing. Thanks Jack

Some mowers have a plug that is removeable over the nut. On some the nut can be reached by sliding a wrench between the frame and floorboard from under the fuel tank. Most require removing the pedals, seat, floorboard
