troy bilt 11a-436a711 question

I have a Troy Bilt 11A-436A711 that I can get to start. In looking at it, it appears to have a primer bulb that doesn't really do anything. It does not connect to the fuel tank, and looks to just push air into the carb. Has anyone else had a problem with this type of set up? Why is there a primer bulb that does not push fuel into the carb?

Lets start with the model number information off of the engine so we can see what you are looking at. There are several engines with the primer set up to push air into the carb bowl which in turn forces fuel up the emulsion tube into the venturi of the carb for priming.

Sorry it has taken a while to get back on here, work and weather are crazy. The only information that I could find on the engine was a metal plate on the mower that has the following on it: 123K02-0336-E1 04092459. I am not sure what all those numbers mean, but hopefully they will provide someone with the information that is needed to help me get this mower started soon. Thank you for the information and help.
