trouble with briggs

My briggs 16 hp v twin. I honed and put in new rings and it ran great for sevral mows but it started running very bad.I thought the head gasket was leaking as there was oil around it. I CHECKED THE compression and it was 180 psi. and one plug was wet. why wont it run right?

ruff running no power. It ran very well last summer and did so this summer.

Short squirts of carb cleaner in throat does what....smooths out? bogs more? shuts down?
FW key sheared a little bit, so still runs but timing too advanced?

yeah when you said that it caught my attention.... i would think that starter would be "waaa waaa waa" at that PSI with no ACR

I was thinking maybe failed rings on one cylinder. That would be consistent with one oily plug; however it would smoke profusely.
