Put an in-line spark tester to determine if it is a fuel problem or a spark problem when this happens.

Try a new spark plug...maybe a different brand.

Try running a couple of ounces of Sea Foam added to the gas tank. Also I rebuilt a carb on a mower a couple of times and never got it to run right. Found a carb on line and the mower runs great now, the old carb must have had a pin hole or something in it as it acted like it was starved for gas but the gas flowed right to it. Also check the intake manifold to make sure it is tight with no leaks as well as the carb to manifold connection.
